Aries wind vane rebuild issues

Hey everyone, so I'm rebuilding my new to me Aries and I'm running into issues. I can't seem to get the lower gear off. It's so jammed up that the entire lower part of the vane won't move unless I put a big, and I mean big, wrench on it and turn it. I've tried soaking it in penetration oil to no avail, am I missing something? I took out the two set screws and the two coil dowels that are in it. Everything I read says there should be three, but I don't see them anywhere. Thanks for all the help!
