Ok, one has a tag that says "fill to liquid escapes" which I guess means you loosen it when filling. Seems like you should be able to fill them higher than that, but maybe not.

Better than the exchange bottle that used to be 20lb, 17lb and now are only filled with 15lb at the exchanges.
