Deletion Certificate - Spain

I am trying to obtain a Deletion Certificate from the Spain for a boat that is no longer in Spain. Has anyone had any experience of obtaining this document from Spain. Love to hear about your experience with cost, time frame and if you obtained the document from "ministerio de fomento" in Madrid or locally (me would be algeciras).

Any advice would be appreciated as local Spanish company wants starting €1200 and say it could takes months...not very handy considering I am seling the boat which is why this has come about and buyer wants to complete soon.

- "Solicitud de Baja Definitiva Por Exportacion"

I want to understand what you want to buy a boat in Spain and change it to own country, is it right?
