I thought Navtex was part of GMDSS which is an international requirement for shipping. It was certainly included in my LRC (Long Range Certificate) exam for SSB, Imarsat C and other bits

No it operates it's own separate rudder and it does not need to be mounted in the centre of the stern (see the Rustler boats in the Golden Globe race)

Check the rules and regulations as well.
A foreign flagged vessel can only be in Belize for a MAXIMUM of 90 days (in practice it is more like 86 days) before the vessel has to leave the country...
