Always Follow Colregs.

When multiple vessels are involved that you are the give way vessel to, plot a course to deal with the most imminent risk of collision...

Of course Col Regs covers multiple target situations.

Obligations are simply determined by considering 2 boats at a time, earliest collision first.

I don't understand, how does raising a motoring cone help you? If under sail with no motor, you are burdened by more vessels.

Nobody should ever request a stand on vessel give way or vise versa....

Col Regs do not change due to any of these conditions.

If you can see them (by any means) you can treat them accordingly.
