GPS is a system, carrying a backup in whatever form, I-Phone, Puck or a complete installed backup still relies on that system.

In my home port we started doing three island races which developed from the famous "Three Peaks Races" it has worked well.
I think your idea would serve well as part of a training/sailing school...

Of course there were radio beacons radar etc HOWEVER there was always paper charts to plot to.
