I remembered that there is a small marina over by Fort Mcnair in DC. Not the best of neighborhoods, but should be acceptable. No personal experience with it. I believe there are a lot of military...

Commuting regularly from the bay to downtown DC isn't easy. Alexandria will be even more difficult.

In the past, there was a commuter bus from Solomon's Island to DC. Not sure if still...
