I think it's a matter of semantics. I make a distinction between "barely legal" and "not a scam."

After going over the line of legality in a number of ways, these scammers have backed off a little...

I understand the change to 5-year renewals for recreational vessels is in the pipeline now. No clue as to when it'll be finally implemented, but it'll be a good thing.
