I'm sure somebody has already suggested checking the set screw on the throttle lever on the side of the engine?

I'm not sure how you know that the revs to boat speed are in the right range on a boat that's brand new to you.

My W27 tach was off by 150 rpm.

You're getting good advice. Old fuel is one that catches me every once in a while.
