Actually, there is no need to produce anything new. Switching mode power supplies with variable/adjustable output do exist. Varying output voltage accordingly to surplus energy available seems to be...

I still have doubts about your matching analysis. If you take performance graphs of a single panel, I think you still should draw an I/V relationship...
