Heaving to, by various methods, is a time tested technique...hardly a "desperate ploy". I might be more inclined to agree with that comment for lying a hull, but heaving to, hardly. Enormous number...

A surprising number of sailors, even otherwise very experienced ones, don't know this basic sailing skill.

I too regard it as a very important and basic sailing skill.
