Yes, for quite some time. GEBCO data with 30 arc sec resolution. And they do not render it to the KAPs for a reason, I would say...

They sure are somewhat useful, just not for the thing you probably wanted to use them for...
For illustration, the difference between a real nautical chart and the OSM KAP from our port is shown on...

Of course I do know what data the OpenSeaMap chartsets contain...
That the archive size is 540MB says exactly nothing about the quality of the data on the pictures in the KAPs. What it kind of says...

Your screenshot looks like the KAPs were generated from OpenStreetMap/OpenSeaMap data. Those do not contain any depth information and little to none (depending on the location) navigation...
