What does CodeBlocks say? Or is it behaving differently when you run the binary in the build dir (as "./opencpn" , not just "opencpn", which would launch the one somewhere in your path, most likely...

Your problem is what the message says - the UI data files can't be found. You have two options:
The easy one
sudo make install
or the harder one, good if you want to debug deeper: copy...
