This is an interesting idea, so I did some math. I don't think this will work:

A modern high-efficiency LED anchor or tricolor light draws about 0.1A @ 12V.

I would think that a gimbal mount would be good, since it should keep the antenna level too (make sure that the added weight doesn't upset the balance). You probably aren't going to use a high-gain...

rgleason, I don't think there is a single "preferred" way to mount the AIS antenna. Generally, higher is better, although with a stern-rail mount you will still probably get reasonable AIS reception...

You're right about this. Casual testing is just that, and if one person's VHF antenna is a few inches closer/farther/higher/lower, that person's "OK" is another's "Fail".

100%? Of course not. To give you that I would want to use a calibrated antenna / preamp / etc, so I could compare the measurements to the receiver sensitivity. Even then, my personal analytic...

Be aware that the tri/anchor/strobe functions are controlled by three wires. The tri/anchor mode depends on the 12V/Ground polarity on one wire pair, and the strobe runs when the third wire is...

I know this is old information, but it's also a crap excuse. Some radios may (perhaps) be more susceptable to certain out of band noise, but this really isn't a radio problem.
