Yes, my buddy has a 4wd Kubota small tractor that is hydraulic drive at the wheels. Seems pretty good, but it isn't asked to turn much rpm on a tractor!

It can be done. Fishing boats use hydraulic power for many things. But a lot of it is not continuous use like motoring. Hydraulic is inefficient due to a lot of energy going to heat, Not to mention...
