I agree that Shelter Bay in Colon is a great spot. Nice secure place to put the boat on the hard. Colon was not one of my favorite places but Panama City is not that far away by car or train.

I would suggest Curaçao. The people are friendly, the climate sublime, working on your boat is fine. Prices are a bit high but plenty of suppliers available in the area for whatever you need done....
