The problem with a small chiller is the additional pump & regulating valves.

The whole system adds complexity until it's large enough to simplify the installation.

Chilled water is what cools the majority of office buildings and other such structures.

Split systems have a compressor separate from the evaporator.

Chilled water systems are what you're describing, and really aren't practical in the size you're looking at.
