In the US the regulations are quite clear in one direction, you are not allowed to use a ham radio on marine SSB channels. Radios for use in marine SSB service must by type certified to Part 80, and...

Ham and marine SSB are not the same, and are not the same license. The radio itself may or not be capable of both depending on model and configuration, or it may be Ham or marine SSB only.
