Lightness makes sense without a windlass. In an absolute sense, I'd rather carry 20 lbs more anchor and find 20 lbs of other stuff to remove / lighten / redistribute unless we're talking about a... |

With no windlass, optimizing a bit makes sense. That's when a moderately sized primary is fine, but carry something big (even if it's light like a large fortress) for the times when you might need... |
