I've seen those bladder type tanks..I believe they make them for diesel fuel as well. You have to fit the fill hose and fuel supply lines, etc, yourself in some appropriate location.

You can always suck out the water and sludge from the top of the tank. I've seen these little hand held pumps with a long hose than you can insert into the tank either from an inspection plate...

yes, I agree, the valves on a sight tube is an excellent idea, wished I thought about that 40 years ago, I think I wore out lady luck and she has quit sitting on my shoulder.
