If its not been posted before there is a pretty good Rio site. The forum has a thread about getting around. Seems to be a pretty active community of expats there.

No practice experience but ruminating over such issues myself I would lean to Rio Dulce. Well protected, recognized by insurance (I hear), reasonable yards.
