White or pot metal has no specific alloy, so yes its possible that it could be high in aluminum (or simply cast aluminum) for instance and be weldable but really depends on the alloy.

Machining bronze that is suitable in this application is difficult at best. Other alloys are easier to machine (higher zinc content) as you move more into brass alloys which would be very unsuitable...

This needs to be cast not machined.

Without knowing the make of boat I’d take a guess being Taiwanese that it’s a GD casting and chances are you won’t be able to find one off the shelf. I’ve had custom work done by...

Port Townsend foundry has a number of moles for various models and parts. If not you may have to send them the original.
