I have now checked on 4.8.6, an as far as I can say it works as intended.
The point is that a leading sector extend all the way to it's nominal range, while other sectors are extended much less....

In the file "s52cnsy.cpp" in O:s source code the following quote is embedded as a comment.

It seems that this is required by the S52 standard. So if O does not follow along, it may be a bug.
