I'm thoroughly confused now. Just spent time on the UK Government site and I dont have to be a UK citizen. Added advantage would be easier European passage and the registration is for 5 years...

I have found the answer on the US Government site. While it is only an FAQ answer and doesn't quote the specific law this is what they say.
