Perhaps not. Do you have a reference for that?
Would you be breaking Rule 5 (constant lookout) if fatigue,or anything else,causes failure of constant lookout?

I don't know if this applies to to recreational vessels. Probably,like many COLREGS,it only applies if you get in an accident,or cause injury:biggrin:
