I'm wrong here. I thought that the USVI and Puerto Rico's flags were the US flag, but they're not. Both have their own flags. So you fly those as courtesy ensigns.

Good question. Strictly according to the rules, the courtesy flag you fly is the merchant marine flag of the country you're visiting. In the United States the national flag, merchant marine flag...
