I made drill guides out of off-cuts of planed timber using a drill press that allowed me to drill perpendicular (or even angled, I guess, if need be) holes with ease using a hand drill in the deck...

Measure twice, cut once is the golden rule other than that not too difficult. And make sure there is enough room for the anchor to rest in the stowed position whilst still clearing the winch as shown...
