I think the CAV fuel injection pump is a 2 cylinder 2 stage opposed piston pump with a rotary distributor.

I thought OP said he bled the system and ran the engine for a while with the line disconnected and it was still pumping air?

It's gotta be the pump. Take the line off at the pump and see what you have there.
