On Linux (I'm not familiar with OpenWRT) you can re-start kplex when a usb device is plugged in using udev:

It is under git version control (I resisted the temptation to use sccs from the outset :-) but not on github. There's a very old version that someone else posted there but last I looked it wasn't...
