With your own labour, sourcing parts on ebay and bit of paid advice should be much less.

The genset may be ok - can either hang the pump off the end...

I agree with the above. You will need a pump which has enough capacity at idle/low revs to supply your thruster needs. With your Perkins motor you should be able to do this OK - just need a bigger...
