Yes, location would be a good idea. Sorry about that.. I am located near Annapolis, MD, USA. I travel often to eastern Noth Carolina and will drop it off within a reasonable distance.

Try a jig first

You may not need to steam it in order to bend the rail. Here is a suggestion: Build a jig on the ground and see how well the stock bends. Do not rush the job! I've steamed in DWV pipe successfully...

You will never be able to adequately clean the joint (overlap) enough to get a good bond by injecting thickened epoxy. Just leave the old sealant in place and glass over the joint.
