I explained that in a further post about scope and angles. Going under 3:1 even with a new generation anchor is pretty risky (in bad weather) regardless of size, to put a number on it.

Unrelated to the above example, just to put numbers on it:
If 10 knots of wind moves 10 lb then
You need 40 lb to resist 20 kn
160 lb for 40 kn
640 lb for 80 kn
