Try using some paint stripper to soften the antifoul and just scrape it into a bucket for disposal. You might use quite a few litres of stripper and several coats. But the method is way more friendly...

When I worked in a boatyard we would always remove antifoul before doing any hull repairs.
The simplest way I found was to use a paint stripper and apply it at the manufacturers recommendation,...
