Water Tanks over Winter

I am about to leave my boat for 2 to 3 months over winter here in the south of France. There is no chance of frost.

Do I leave the tanks full, empty or somewhere in between? Any suggestions?

I bought a French boat in France and registered it in Oz. I chose NOT to pay VAT with the knowledge that I must leave the EU after 18 months thereabouts.

I was intending to sail onto Italy in the next few months. There's an Italian embassy here in Monaco. Guess where I will be visiting Monday morning.

Worse case scenario is I'll just keep sailing...

Whilst sailing the French Med. coastline I have been spoilt for choice usually when it comes to Laveries (Laundromats).

But here in Monaco the nearest one (and quite possibly the only one) to me...

I have been happily sailing the French Med coast since last March (2014) quite oblivious to the Shengen requirements. I have a vague memory of being advised as an Australian I was exempt from it.
