I have the exact same problem but under Fedora. I can install all of the plugins I want BUT CAN NOT install those 3 :

opencpn-plugin-weatherrouting
opencpn-plugin-objsearch...

Ok, I figured it out! Here is what the problem was.

I had a non Latin character in one of the directories where the charts were. Once I renamed with all Latin characters and the Vector charts...

I assume I am missing something obvious here, but I am unable to show ENC charts downloaded by NOAA on my OpenCPN installation. I had thought initially that the NOAA ENC maps were in S63...
