Heat exchanger is certainly suspect. Also look at the seawater impeller. The impeller will get loose on the shaft and will not pump as much water as it should.

I cruise @ 2100-2200 and can rev to 3000, however, I have been told I should never go over 2700 rpm. I generally cruise @ 6-6.7 knts. I have a 24" max prop which is great.
