I had some success with a 2700 psi pressure washer and a turbo nozzle cleaning the first foot or so below the boot stripe of a friend's boat. Near the surface and directed downward the water jet entrained air into the water and did a good job of removing slime and soft stuff. Beyond that depth and without the entrained air, the range of the jet was short and generally ineffective unless quite close to the hull.

Butterworth Systems used to have a underwater cleaning machine that was used on merchant ship hulls. I was not too successful with Google. This is the best I could find.

There are systems that blast high pressure air bubbles that work very well.
A professional diver friend of mine has one and uses it all the time for various underwater cleaning jobs.
