What software/charts do you anticipate using ?
I played with SOB from Digiboat and quite liked it, but CMap charts are expensive for Irish and UK waters.
Depending on how computer savvy you are, you might consider a Pi of some flavour.

Not a huge screen, but the emphasis is on "rugged".

I was going to also suggest mac mini. I've got 2 macbook pro laptops that my wife and I use. THe other option that i dont know if anyone mentioned is an Intel NUC or similar machine.

I've got a Intel NUC as my ships computer - intel i7, 64gb ram, 1tb SSD. Believe these are able to run on 12v(i5 version might be 12v), or it's 19v - can't remember but can get a cheap DC-DC converter. I personally have mine hooked to my inverter. Mine when its running all out burns 120w which does include the 28" high end monitor as well as my 12TB NAS & wifi+network switch. If not running all out and just general web browsing/doc writing etc, it will run around 50w-70w
