Boat Pickup and Delivery

Group of experienced sailors headed to Panama to pick up a new boat that was purchased for a friend and sail back to New York late spring / early summer. Wondering if anyone has found a good list that we can check our provisions against prior to leaving for Panama (will be shipping equipment down) to check against. Boat is 60ft monohull. 8 of us sailing it back. Worried we are going to forget something important, hence the question.

Suggest you have each of the eight prepare his/her own list and then compile them all. Has anyone vetted the boat for you? My brother went to help a friend sail his boat and found out when he got there that the forestay wasn’t attached; the r/f jib was holding the mast up. Little things can turn into big surprises.

First thing, obtain 8 visas to permit entry to Panama during the Covid-19 entry ban.

Plan and provision for an extended voyage that is non-stop from Panama to the USA as all countries in Latin America and the caribbean are closed to entry with the exception of USVI.

The country borders are closed to all foreigners and all passenger flights are prohibited, until at least May 22 and likely for much longer. Air cargo flights continue so there is the ability to air freight in supplies. There is the expectation that limited charter flights availing repatriation of Panamanian nationals and permanent residents will be the first allowed passenger flights and then perhaps some allowance for "essential" workers that are non-nationals.

Executive Decree No. 217: Article 1. On the occasion of the declaration of sanitary emergency approved by the Cabinet Council by Resolution No. 11 of March 13, 2020 allowing only Panamanian nationals and foreigners with temporary residence, permanent or in an immigration process in the country can enter the national territory, as of March 17, 2020. Panama's Embassies are closed, personnel are working remotely.

The PHAC and WHO recommend the following vaccinations for Panama: hepatitis A, hepatitis B, typhoid, yellow fever, rabies, meningitis, polio, measles, mumps and rubella (MMR), Tdap (tetanus, diphtheria and pertussis), chickenpox, shingles, pneumonia and influenza.

Expect a required 14 day period of self-isolation upon arrival, assuming you are permitted to enter. So accommodations should be on your list.

Vessels can depart Panama, however it is complicated in some ports as port captains are closed (e.g. Armuelles, Pedregal, Linton Bay) making obtaining exit zarpes difficult.

Domestic cruising is not possible: crossing provincial borders invokes a new 14-day quarantine (e.g. San Blas to Colon) and many smaller communities are closed (e.g. populated Perlas islands).

The lockdown is extensive. Be sure to bring all the boat supplies with you as chandleries are closed, being non-essential businesses. The restrictions of each individual's movement will make it difficult to provision your vessel, see below.

Lock down continues with six hours of movement permitted per person per week based on gender and ID number.

Panama enacted nationwide movement restrictions, also referred to as quarantine, effective March 25, 2020. Decree 504 established that people who break health regulations and quarantines could be fined​ between $50,000 to $100,000.
The movement restrictions include windows of time for people to grocery shop, get medicines, and take care of other essential activities based on gender and the last digit of their national ID cards for Panamanians and passports or diplomatic ID for foreign nationals. U.S. Citizens in Panama should carry their passports at all times and only move for grocery-meds shopping.

Details on Movement Restrictions:

Hours of circulation are determined by the last number on national ID cards for Panamanians and passports or diplomatic ID for foreign nationals.The government announced expanded movement restrictions based on gender, effective Wednesday, April 1, at 5:00am.
On April 23, the Government of Panama announced that both Saturday, April 25, and Sunday, April 26, will be full quarantine whereby no one can leave their homes. For now, the inclusion of Saturday only applies to this weekend. But one should plan for further weekend full curfews.
Individuals will be permitted to circulate during the same hours determined by ID number already established, however, the expanded restrictions only allow movements as follows:
Women: Monday, Wednesday, and Friday
Men: Tuesday, Thursday, and Saturday
Sunday: Everyone must stay home.
Normal exceptions apply for holders of permission letters (salvoconductos).The windows available for completing shopping for groceries and medicines, or treating medical emergencies, are as follows:
Last number is 7 – 6:30 – 8:30am
Last number is 8 – 7:30 – 9:30am
Last number is 9 – 8:30 – 10:30am
Last number is 0 – 9:30 – 11:30am
Last number is 1 – 12:30 – 2:30pm
Last number is 2 – 1:30 – 3:30pm
Last number is 3 – 2:30 – 4:30pm
Last number is 4 – 3:30 – 5:30pm
Last number is 5 – 4:30 – 6:30pm
Last number is 6 – 5:30 – 7:30pm
There is a special window for those over 60 years old, regardless of cedula or passport numbers, between 11:00 am and 1:00 pm.

Obviously, at least the skipper will have to have a salvoconducto (safe conduct or "permiso"--permit), and probably a good idea for the first mate, as well.

The skipper will also need a notarized paper from the owner that he is to be allowed to export the boat from Panama and bring it to the specified port within the USA.

It is conceivable that all the crew will have to do 14 days quarantine at both ends of the journey. Therefore, you must bring at least that much emergency rations including water with you from the US, and it should be packed so that it is easy for Customs, Immigration, and Agriculture officials to inspect.

Above all, do not expect it to be a normal delivery trip. Nothing is "normal" right now, except life at sea. Retain situational awareness. You may be perceived negatively. You should expect to de-fuse tense interactions, appear friendly, not fearful. The latter can be mistaken for belligerence.

I appreciate all the visa information and COVID related material, super helpful, and we stumbled on similar things when exploring an earlier departure. The reason for the ambiguous timeline (late spring / early summer) is that we wouldn't fly down until the travel bans are lifted to eliminate additional complexity. We also wouldn't want to put anyone at risk traveling into a country that has fared well. Paperwork would be taken care of by the owner so not so worried about that aspect

The reason for the desire of a master list is so that we can each put our lists against it and make sure we don't end up with a lot of canned food and no can opener type situation. It's also so we can see what needs to be shipped vs available locally. Something comprehensive to inventory against - I can't imagine something like that hasn't been pulled together for outfitting for a trip from scratch.

Check to see if crew will be allowed in.

More importantly, send one perhaps two most capable fixers down first.
There will be repairs and replacements needed. No need to feed extras for weeks while preparing for offshore.

Staggered entry is a great idea. Boat prep and provisions will be essential. May want to consider installing a water maker. Fixers first so they can provide on the ground information. Second round can bring any missing or hard to get parts and provisions etc.

I've picked up 8 boats out of Shelter marina,
6 of them were clean.
2 of them had unwelcome surprises aboard,,
Suggestion,,go over the boat with a finetooth
Comb...it's amazing the places where people
Try to hide goodies..
And with this B.S. Virus going on at the moment,
There's a very good chance you'll be hoarded
By the time you reach U.S. territory..

OMG, I’m a delivery Captain and your questions are basic preparedness issues that must be done prior to taking the job.. so, if your asking these questions on this forum; y’all may not be all that experienced. Y’all need to hire an experienced (I’m not interested in this job) Licensed Captain and proceed. Otherwise y’all are just asking for trouble.

Make sure you have a means for receiving weather data, such as the IridiumGo coupled with Predictwind. You'll find it invaluable. Make sure you get it a week or so ahead of your departure so you can practice using it with support and broadband available.

Go to a site called "The Boat Galley". She has many articles about how to provision for various length trips. She takes into account food allergies and health related diet restrictions. You can download her provisioning shopping list Good luck, sound like a very "interesting" trip!
