First thing, obtain 8 visas to
permit entry to Panama during the Covid-19 entry ban.
Plan and provision for an extended voyage that is non-stop from Panama to the
USA as all countries in Latin America and the
caribbean are closed to entry with the exception of USVI.
The country borders are closed to all foreigners and all passenger flights are prohibited, until at least May 22 and likely for much longer. Air cargo flights continue so there is the ability to air freight in supplies. There is the expectation that limited
charter flights availing repatriation of Panamanian nationals and permanent residents will be the first allowed passenger flights and then perhaps some allowance for "essential" workers that are non-nationals.
Executive Decree No. 217: Article 1. On the occasion of the declaration of sanitary
emergency approved by the Cabinet Council by Resolution No. 11 of March 13, 2020 allowing only Panamanian nationals and foreigners with temporary residence, permanent or in an immigration process in the country can enter the national territory, as of March 17, 2020. Panama's Embassies are closed, personnel are working remotely.
The PHAC and WHO recommend the following vaccinations for Panama: hepatitis A, hepatitis B, typhoid, yellow fever, rabies, meningitis, polio, measles, mumps and rubella (MMR), Tdap (tetanus, diphtheria and pertussis), chickenpox, shingles, pneumonia and influenza.
Expect a required 14 day period of self-isolation upon arrival, assuming you are permitted to enter. So accommodations should be on your list.
Vessels can depart Panama, however it is complicated in some
ports as port captains are closed (e.g. Armuelles, Pedregal, Linton Bay) making obtaining exit zarpes difficult.
Domestic cruising is not possible: crossing provincial borders invokes a new 14-day quarantine (e.g. San Blas to Colon) and many smaller communities are closed (e.g. populated Perlas islands).
The lockdown is extensive. Be sure to bring all the boat supplies with you as chandleries are closed, being non-essential businesses. The restrictions of each individual's movement will make it difficult to provision your vessel, see below.

Lock down continues with six hours of movement permitted per person per week based on gender and ID number.
Panama enacted nationwide movement restrictions, also referred to as quarantine, effective March 25, 2020. Decree 504 established that people who break
health regulations and quarantines could be fined between $50,000 to $100,000.
The movement restrictions include windows of time for people to grocery shop, get medicines, and take care of other essential activities based on gender and the last digit of their national ID cards for Panamanians and passports or diplomatic ID for foreign nationals. U.S. Citizens in Panama should carry their passports at all times and only move for grocery-meds
shopping.

government announced expanded movement restrictions based on gender, effective Wednesday, April 1, at 5:00am.
On April 23, the Government of Panama announced that both Saturday, April 25, and Sunday, April 26, will be full quarantine whereby no one can leave their homes. For now, the inclusion of Saturday only applies to this weekend. But one should plan for further weekend full curfews.
Individuals will be permitted to circulate during the same hours determined by ID number already established, however, the expanded restrictions only allow movements as follows:
Women: Monday, Wednesday, and Friday
Men: Tuesday, Thursday, and Saturday
Sunday: Everyone must stay home.

shopping for groceries and medicines, or treating
medical emergencies, are as follows:
