Jeanneau 33i SHOAL draft - really CE category A?

I read in the 33i's owner's manual, that the SO33I with 1.55m (5'1") draft gets the CE high seas (category A) certification even if loaded with 6 people. Is that realistic?

Allright, let's assume just a crew of 3, can a small boat with such a short keel do a shaky transatlantic passage with reasonable stability?

Thx, the boat made it to the top of my list. 33i models come at a ~20k€ price premium compared to older (2001-5) 32i's but that might be a reasonable investment, who knows what hides in a 15years old hull...
