Deck and transom hardware

If my attachments appear ,I would appreciate knowing what thèse jam cleats are for on the transom of a Mirage 27.Also the transom U-bolts and the métal eye on the top surface of the transom.N.B there are bigger metal cleats behind the sheet winches.

Looks like something a previous owner may have set up for his dinghy. Can you ask him?
