Go to sailboatowners.com and search the head mistress. She has the formula to clean your tank and pipes. Really about bleach and rinse.

Our boat had been flooded with meltwater and then frozen, so much of the interior needed removing and refinishing...mildew and water damage...including (thank goodness) the fine parquet flooring that some handy fellow had glued haphazardly to the cabin sole!

Also thank goodness, the engine was OK and the sails were good.
We've just finished making new upholstery and canvas, it's taken several years and the final piece (bimini) looks so much better than the first piece (dodger) that I might be obliged to do it again...you do build skills doing this stuff.
It's amazing how good she looks at the end of the process, it's been nearly 10 years...now, perhaps, we can get her in the water "early" for once!

Nice that you can get your boat looking almost new.
My interior looks like the old tool shed your granddad may have had, but the boat still looks good in my opinion and is seaworthy enough for now sailing in the Chesapeake Bay and Atlantic Ocean within about 20 miles of land
I just like the older designs...........and couldn't resist buying this one at the $2,000.00 price tag and it came with a dodger, 5 anchors, GPS, Depth, and autopilot.
My 16' 6" Folbot Cooper (folding) Kayak serves as my dinghy

Pick a very sporty day, buy 4 big bags of ice cubes, dump the cubes in the tanks and then motor around in the most uncomfortable manner......pump em dry.

She is a member of this forum too.
The biggest problem will be the fact that these are 40 year old aluminium tanks, so likely to have a layer of oxide inside the tank which is going to look pretty gross and not something a does of bleach will cure. The oxide is going to look like large lumps of dried dog food. Been there and got the t shirt with a previous boat. Took the tank out and put a flexible tank back in place as a cost effective answer.

Easy solution is cut and remove al tank and replace with plastic. Old aluminum is vry difficult to clean.

A power washer wit ha fan tip and a variety of 90s and tees can clean practically any tank, depending on the baffles. That's how the chemical plant guys do it. 55 gallon drums are cleaned through a 2" hole like this buy the thousands every day.
Shop vac out the water as you work.
Lines can often be clean chemically, depending on the materials of construction. Something like CLR is probably a good call for this (aluminum-safe--tested in Practical Sailor--most acid cleaners are not).
Put a screen on the vent to keep future bugs out, and always pre-filter the water.
Not that difficult if you break it down, and way easier than replacement.
