I know what opinions are like, but mine is this is a workable, realistic compromise for Cruisers, not for people who want a static floating home, but cruisers ought not mind

While only reading the summary article, I agree with your assessment. If this is truly as it appears outwardly, it may be a good model for cruising advocates to lobby for in other areas. The influx of non-seaworthy, floating shacks is a huge threat to cruisers and available anchorages, and continues to grow and create problems nationwide.

My lingering concern is how long it takes to get a long-term permit through the bureaucracy. Lots of cruisers commute between winter jobs in GA or FL and summer jobs in NE.
