Clever scheme. I'm theorizing that there is a drogue on one end of the line that induces drag and thus pulls the boggie board with the MOB riding on it on return line towards the pulley sheeve. Definitely requires the MOB to be able to grab the messenger line immediately after falling in the water so as to deploy the rescue board / drogue to achieve a self rescue. But if there is a crew onboard they could simply reverse the boat and seemingly deploy the rescue board / drogue as they approach the MOB. The system's ability to bring the MOB onboard is pretty darn wonderful.

Seems like something one could rig up with just a few components and a bit of trial and error reconfigurations to optimize. Not sure of its PCT patent status, would require some searching of various patent databases to identify the inventor and patent application or issuance status. The film dates back to 2007 so a search with a date range may reduce the data to a reasonable number.

At 0.46 to 0.54 of the video one can see that there is a sack of some sort attached to the front end of the rescue board which before the film cuts away from the MOB it appears the MOB is beginning to manipulate. I suspect that sack has a drogue in it which the MOB must deploy to cause the board to be pulled back to the pulley and lifted on to the transom of the boat. This would be easy to achieve with boat with a Sugar Scoop or a swim platform on the aft end. Otherwise one would likely need to install some ladder or landing platform below the pulley so that the MOB can stand on the boat and not fall off the rescue board and become a MOB all over again.

First you have to grab the line. That may be a problem. Then you have to be in flat water. Maybe if that was paired with an electronic MOB alarm that would disconnect your autopilot it would be viable. The developer may have decided that the legal liability was to big.

Good find.

The patent would have expired so you would be free to manufacture your own.

Of course if you are properly teathered you shouldn't fall overboard.

Properly tethered apparently has many interpretations.

The MOB initial grab time is critical

The boogie board would still work in rough water as MOB body weight would make it plane.

Yes, I assume a drogue is used.

The second pass idea is a great attribute that can be done in a short period of time.

Love to see development of this idea with just the handful of responses in this forum. Wouldn't it be great to develop a working prototype among forum members?
