What are wind/sailing seasons in PNW on Columbia & around Puget Sound

I'm a lake sailor - dinghys, cats, swing keels 21 and 22 feet. I can sail in light air and I prefer to sail when it's blowing.

I'm looking at ads for cruiser/racers in Portland and Seattle areas, but not sure where I'd rather be based for sailing.
So, I'm wondering about the wind patterns by season, including winter. What's typical in these locations?

I've cruised a few times on other peoples' boats out of Portland and the wind was light. But I've read there are some heavy air races. Is the wind seasonal?
What about Astoria?

I've raced and cruised a few times on other peoples' boats in Puget Sound (out of Shilshole, Port Townsend, Whidbey, San Juan Islands, Gulf Islands, Cow Bay). The wind was light by day, came up in late afternoon/evening. Is that yearround?
