Pet in the Caribbean

Hello everyone! Looking for some help...

Our course will be as follows: Panama --> Colombia (Providencia Island) --> Belize --> Mexico (Cancun)

We have a small dog from the United States. He has all of the paperwork for Panama already.

However, I am unable to see how we can travel between these locations legally. Every new country requires vet documentation from the previous country - which will be impossible since we aren't really going inland to places that we can obtain this documentation.

How do you guys typically manage this process? Are there any certificates that can cover multiple countries?
