Maybe the original builder planned a 24-volt bank, or maybe bought the 24-volt alternator by mistake. A 24-volt alternator will put out 28 volts.

There has to be. How else would the generator get additional fuel as the load increases.

Look further. I have not worked on one of these, but every other generator I have been up close...
