What Factor says is right on the mark .No amount of electronic gadgets will work as good as a oversized anchor and chain.A bridal is a must have on a cat otherwise it will skate all over the place....

STCW 95 would be recognised in europe but it may be more than they require. This can be carried out in Sydney by clubsail.com . Not many places in Aus are recognised by european companies....

Don't throw away that [stockless anchor] it may be the only anchor that will hold if you sail around the corner to Spilsby / Reevsby islands . Check out the pro fishing boats in Pt Lincoln...
