My solution is to have open CPN with charts and routes on the weatherproof tablet in the cockpit as well as on everyone's laptop and phone so you can see current data anywhere there is a crew...

QFT. The ultimate goal is accident avoidance. Rules come after that. When I see a ship in my way, I do whatever is needed to give them a wide berth.
