Why would you use vegetable oil that could spoil instead of WD40 or other mineral oil?
I also rinse mine often with fresh water when at the dock, and blast out the “limber hole” with back-flow so...

This does look like a CDI flexible furler, which on a Catalina 22 requires a different headstay, which fits inside the furler drum and its foil. Contact CDI or Catalina Direct to find this headstay....
